Declared Non-Working Days and Reported Leave Balances

For issue #13, users declare fixed non-working dates among normal working days, with a CP, RTT, or Other type; Other covers every other reason for not working. Reported balances already account for booked leave, so these declarations consume no remaining balance and cannot receive another placement; they count towards compatible planning rules, including rules that earn leave.

Declared dates can form time-off periods without new leave placements, interrupt work sequences, and guide further optimization. Each calculation uses today's Europe/Paris calendar date, with reported balances assumed current as of that date: the planner adds only entitlements available strictly afterward, while earlier entitlements are already represented in the reported balances. This keeps existing bookings useful without debiting them again or asking users to manually add prospective gains; it relies on the user keeping reported balances current as the employer's system credits earned leave.

Declarations belong to the single locally saved dataset in the browser, are restored before calculation, and are retained independently of planning horizon changes, following the persistence scope of ADR 0002 and ADR 0005.
