Verifies the integrated planner after #76's trace removal. Adds real-worker regression tests for outcome/explanation delivery without acknowledgements and stale explanation rejection, and records the functional verification and unchanged benchmark inputs for #78.

Validation: 632 functional tests with coverage under the existing 2 GB heap limit; typechecking, lint, formatting, policy checks and production build pass. Ten complete outcome/stable-explanation comparisons match the pre-removal baseline. Production Chromium QA covers keyboard and narrow-screen explanations, calendar interactions, date alternatives, immutable settings, cancellation before/after a valid plan, and explanation delivery failures. Independent Standards and Spec reviews have no remaining findings.

The build retains its existing bundle/style size warnings. The full 2 GB / 300-second benchmark performance protocol and optimization remain with #78; benchmark inputs, assertions and limits are unchanged.
